PUBLIC CHARTER
The Irish Club of Russia (the “Club”) is a non-profit organization whose membership is open to the Irish community and ‘friends of Ireland’ in Russia, regardless of nationality, race or religion. Membership is also open to commercial organizations that are Irish or have strong links to Ireland.
The Club will:
Promote the business interests of its members and the fostering of trade between Ireland and Russia;
Run regular formal and informal social gatherings for its membership and their guests and will endeavour to support cultural, educational and charitable activities, through its own efforts and in cooperation with likeminded organisations;
Organise the annual Moscow Saint Patrick’s Day Parade and Saint Patrick’s Ball and ensure that any and all funds raised for charitable causes through the medium of these events and/or other events are distributed in a timely fashion to designated and approved charities;
Be organized and managed by the Club Committee, which will consist of the following elected officers: Chairperson; Deputy Chairperson: Secretary; Treasurer; Event Coordinator and Marketing/PR Coordinator. The Club Committee membership will also include non-elected representatives of the Irish Embassy in Russia, Enterprise Ireland and the representative for Ireland at the Association of European Business (AEB);
Have a Club Committee consisting of Club officials elected by the membership at an Annual General Meeting (AGM). A candidate seeking an elected position will require the nomination of one other Club member. All elected Club officials shall hold office for a period of one year, from 1 September to 31 August of the following year. A person may not hold more than one position;
Require members of the Club to pay an annual membership fee, the amount of which is to be set annually by the Club Committee;
Ensure that the Club Committee keep proper books of account, detailing all monies received and spent by the Club, all sales and purchases of goods by the Club, and the assets and liabilities of the Club. The Committee shall prepare and present to the AGM of the Club the profit and loss account and, balance sheet of the Club, prepared in accordance with International Accounting Standards. Separate accounts for the St Patrick’s Ball and St Patrick’s Day Parade shall be maintained and presented to the AGM;
Ensure that the any changes to the Club Constitution must be approved by two thirds of all voting members;
Manage and operate its affairs in accordance with its Club Constitution and all relevant laws and acts of the Russia Federation
